Ratings Analysis: Fox drama Rescue HI-Surf (0.18, +0.04) was up for its midseason finale, even as its 9-1-1: Lone Star lead-in (0.23, -0.04) dropped to a new low. On NBC, The Voice (0.38, -0.06) and Brilliant Minds (0.17, -0.02) both declined. ABC's Texans/Cowboys NFL game (1.46) was the top-rated program on broadcast.
