EXT. VALENRITH – LOWER DISTRICT – MORNING
The city is alive. Markets open early. Children weave through carts. Relief wagons unload grain stamped with the Crimson Crown seal.
People are smiling.
Scarlett rides through in a plain cloak, unnoticed.
A mother thanks a soldier. A baker slips extra bread into a boy’s hands.
For the first time in a long time, the city doesn’t look like it’s dying.
It looks like it’s bursting with life.
Scarlett watches quietly. She lets herself feel it.
INT. PALACE – COUNCIL CHAMBER – DAY
The tone is different today. Everyone seems... happy.
LORD MAERON: The eastern provinces are reporting full recovery.
LORD THESIN: Trade’s stabilizing. Slowly, but it’s moving. I think we are finally out of this crisis.
KING ALDRIC: Good. I’d almost forgotten what that sounds like. Peace.
A few tired smiles. Scarlett sits still. She smiles.
INT. PALACE – HALLWAY – LATER
Aleric walks beside her.
ALERIC: You’ve been busy. The kingdom is finally taking shape again.
SCARLETT: I didn’t do it alone. Everyone helped.
ALERIC: You've been pushing for this for ages. You did it.
She shrugs, like it’s nothing.
ALERIC: The city feels different. It feels like home again.
SCARLETT: It does.
ALERIC: That scares some people. Usually, peaces comes with a price.
She glances at him.
SCARLETT: It shouldn’t. The kingdom is finally back on track. Let's enjoy it.
ALERIC: Yes. Let's enjoy it.
INT. ABANDONED SOLARIUM – NIGHT
The Stranger waits, hands behind his back.
THE STRANGER: You’re becoming popular. You're becoming a queen in the people's eyes.
SCARLETT: That’s not what matters.
THE STRANGER: In politics? It is.
He spreads a map across the table. Marked routes. Trade lines reopened. Border notes.
THE STRANGER: Stability. This is what you created.
SCARLETT: Good. We needed this. It was a long time coming...
THE STRANGER: Exactly... and that's dangerous.
She looks up.
SCARLETT: How is that dangerous?
THE STRANGER: Because now people can see it was possible all along. (beat) So now they wonder... why didn't it happen sooner?
INT. PALACE – WAR ROOM – DAY
Generals argue over border placements.
GENERAL ROG: We can’t move troops from the north cause that would disturb the upcoming festivities.
SCARLETT: Why is this even an issue? I'm sure there's plenty of people ready to go help cover the borders...
The room quiets.
GENERAL ROG: Your Highness...
SCARLETT: If we’re stretched thin, say it. My father needs to know about this.
The generals exchange looks. She doesn’t back down. They’re not used to that.
INT. KING’S STUDY – NIGHT
Scarlett stands across from her father.
SCARLETT: We could reform the council. Reduce their authority. Give provinces more autonomy. Apparently, we're stretched too thin with everything that has been happening.
The King leans back. And he does smile faintly.
KING ALDRIC: You make it sound simple.
SCARLETT: It doesn’t need to be complicated.
KING ALDRIC: It always is complicated. (beat) You’re not wrong, Scarlett. But I'm not sure we can do this.
She softens slightly.
KING ALDRIC: I don't think we're in a position for a political power shift.
That lands heavier than dismissal.
EXT. TRAINING YARD – DAY
Steel clashes. Aleric finishes sparring and pulls off his gloves.
Scarlett watches.
They walk.
SCARLETT: Do you think you might get called up to the border patrol?
ALERIC: Captain Lars said he's trying to keep me here.
SCARLETT: That’s not what I asked.
He stops.
ALERIC: But, I think so. Apparently, they're needing manpower over there. (beat) But I'm not going unless it's an emergency. Don't worry.
She doesn’t respond to that.
INT. ABANDONED SOLARIUM – NIGHT
Scarlett paces.
SCARLETT: We could actually fix this place. If only my father would go with my suggestion to dissolve the council...
THE STRANGER: Patience. Let's not rush into things.
SCARLETT: Why? We could make a difference right away. We would save this kingdom.
THE STRANGER: I know that... but they don't.
She stops.
SCARLETT: You think we could actually pull it off?
THE STRANGER: I do.
SCARLETT: Then I'm doing this... tomorrow, I will come forwards with the "Crown Reform Act"!
INT. PALACE – COUNCIL CHAMBER – DAY
The Crown Reform Act is presented.
Whispers start immediately.
LORD THESIN: This would strip the council of their powers.
LORD MAERON: This is reckless. We can't give autonomy to these regions.
SCARLETT: We can. And we should.
LORD MAERON: It’s naïve to think like this. This would ruin us. Weaken us.
The arguments stack. Voices rise.
A vote is called.
Hands stay down.
It fails. Badly.
Scarlett doesn’t move.
INT. PALACE – CORRIDOR – DAY
She walks fast.
Aleric catches up.
ALERIC: What was that? Didn't you father said to wait to propose that?
SCARLETT: But I don't want to wait. The kingdom needs help NOW!
ALERIC (shocked): What's happening to you, Scarlett?
SCARLETT: Nothing. And that's the problem.
He doesn’t answer.
INT. ABANDONED SOLARIUM – NIGHT
Scarlett is done pretending to be calm. She's furious. Filled with rage.
SCARLETT: They’ll never let it happen. We'll never be able to pass this reform.
THE STRANGER: You're right.
SCARLETT: So what am I supposed to do? Keep asking until something changes?
THE STRANGER: You’ve learned something valuable today.
She looks at him, frustrated.
SCARLETT: And what is that?
THE STRANGER: Now you know who needs to go. (beat) Now you know where to push.
He steps closer.
THE STRANGER: You can’t rebuild a kingdom by asking the people for permission. You need to break some walls.
She doesn’t argue. Because part of her agrees.
EXT. VALENRITH – BALCONY – NIGHT
Scarlett stands alone.
The city glows softly below. It looks peaceful.
INT. SCARLETT’S CHAMBERS – NIGHT
Plans cover her desk.
Revisions. Crossed-out names. New structures.
She isn’t just imagining her kingdom anymore.
She’s preparing for the future.
INT. ABANDONED SOLARIUM – NIGHT
The Stranger watches from an orb what Scarlett is doing.
He knows. She's his for the taking.
