Ratings Analysis: After premiering with new lows last week, CBS programs 'The Neighborhood' (0.46, -0.04), 'Bob Hearts Abishola' (0.39, -0.04), and 'NCIS' (0.40, -0.02) slid even further into the abyss. Though this trio hit new lows two weeks in a row, 'NCIS: Hawai'i' (0.33, -0.07) avoided that fate yet again, even though it had the harshest drop of the four shows. On NBC, new drama 'Quantum Leap' (0.34, -0.13) crumbled in week two, declining by nearly 30% from its workable launch (0.47) from seven days prior. Earlier in the night, 'The Voice' (0.66, -0.01) only shed a single hundredth, giving 'Quantum' no excuse for taking the dive it did. Fox dramas '9-1-1' (0.60, -0.09) and 'The Cleaning Lady' (0.32, -0.03) slipped to their weakest ratings to date. On ABC, the 'Cowboys v. Giants' NFL game (2.27) performed significantly worse than the week-ago 'Vikings v. Eagles' faceoff (3.81). The CW's reruns of 'Mysteries Decoded' (0.03) and 'Penn & Teller: Fool Us' (0.04) dipped on a week-to-week basis.
