Ratings Analysis: Fox's '9-1-1' (0.84, -0.04) inched down a bit for its winter finale but remained the top program of the evening for the second week in a row. At 9, 'The Big Leap' (0.26, -0.01) shed a single hundredth for the final episode of a very disappointing season. On NBC, 'The Voice' (0.71, -0.04) lost four-hundredths and led into a middling Michael Bublé Christmas special (0.40). ABC got decent mileage out of 'A Very Boy Band Holiday' (0.53) but a special edition of 'The Bachelorette' (0.47) dropped from there. CBS's 'The Neighborhood' (0.63, +0.06) rose by six-hundredths and 'Bob Hearts Abishola' (0.49) held even. The dramas were not as lucky, with 'NCIS' (0.58, -0.01) and 'NCIS: Hawai'i' (0.44, -0.02) falling by one-hundredth and two-hundredths respectively. The CW was the lone network with consistent upward momentum as 'All American' (0.19, +0.03) gained three-hundredths and '4400' (0.08, +0.02) picked up two.
